Purpose and Need

Purpose

The purpose of our project is to achieve the following goals:

  1. Improve local circulation between Palm Avenue, University Parkway, Cajon Boulevard, and Kendal Drive.

  2. Reduce congestion and accommodate projected population growth and volume demand for the 2045 design year.

  3. Provide additional access across I-215 for pedestrians, non motorized and motorized modes.

The nine intersections in our study boundary will experience major traffic congestion and delays, particularly during peak hours due to traffic volume exceeding capacity. By 2045, 4 out of the 9 intersections will be below a Level of Service (LOS) of D. Some intersections will experience a delay of approximately seven minutes per vehicle.

Our project area will experience major growth in the coming years. California State University, San Bernardino projected a 40% enrollment increased by 2040, while the overall population growth for the area is about 1.8% annually.

I-215/Palm Avenue and I-215/University Parkway Interchanges are scheduled to be improved to their maximum extent. Both interchanges provide the primary access from I-215 to the City of San Bernardino and Cal State University, San Bernardino. As traffic demands in the region increase, level of service on local roads as well as the I-215 freeway, are expected to decline.
